BUILDING PATHWAYS TO STABILITY
since 2019
Shepherd Inn Transitional Housing provides no-cost and low-cost recovery housing, wraparound services, and workforce development for individuals and families rebuilding their lives after addiction, trauma, and housing instability.
Today, Shepherd Inn operates 65 adult beds, 30 children’s beds, school-based outreach programs, and a mission-aligned thrift store as part of our social enterprise model across Dallas and Navarro County.
The Problem
Studies show that up to 70% of individuals relapse within the first 90 days after leaving treatment or incarceration when stable housing and structured support are not in place. In Texas, hundreds of people are booked every day on drug-related charges, yet many no-cost recovery housing options are located far from employment opportunities, probation requirements, recovery meetings, and basic daily needs. Without accessible, long-term support, individuals are set up to fail—creating a costly cycle that impacts families, communities, and taxpayers.
Our Solution
Shepherd Inn addresses the most critical gap in recovery and re-entry: accessible, strategically located housing paired with structured support. Our homes are intentionally placed near employment opportunities, probation and CPS offices, grocery stores, recovery meetings, and essential daily services—removing the logistical barriers that often derail recovery in the first 90 days. This small yet powerful difference, combined with short-term financial assistance and wrap-around support, creates the stability needed to unlock long-term recovery, independence, and lasting change.
Our Approach
At Shepherd Inn, we take a whole-person, whole-system approach to recovery and re-entry. Our programs are built on the Four Pillars of Transformation—Faith, Family, Fitness, and Finances— a framework designed to help individuals and families move from crisis to long-term stability.
As a social enterprise nonprofit, Shepherd Inn is intentionally designed for sustainability. In addition to philanthropic support, we generate mission-aligned revenue through multiple earned income streams that directly support our housing and recovery support services—reducing reliance on donations alone and ensuring responsible stewardship of public and private investment.
Together, this integrated approach allows Shepherd Inn to deliver measurable outcomes today while building a scalable model for long-term impact.
The Future
Over the next decade, Shepherd Inn is committed to drastically reducing relapse rates across Texas by reshaping how re-entry and recovery support are delivered. We are building an ecosystem of strategically located no-cost and low-cost housing, employment pathways, and recovery support services that remove barriers during the most critical stages of recovery.
Through scalable growth, data-driven outcomes, and strong public–private partnerships,
Shepherd Inn is creating a model that can be replicated statewide to strengthen families, communities, and long-term recovery outcomes.
